Greenbelt, MD – March 2026
At GAMA-1 Technologies, we’re proud to shine a spotlight on Syieda Penn, whose leadership, strategic focus, and people-first approach continue to elevate mission outcomes for the NOAA National Environmental Satellite, Data, and Information Service (NESDIS) in support of Subject Matter Experts Cloud Development (SCDII) contract for NESDIS’ Common Cloud Framework (NCCF).
Syieda was recently recognized with the NESDIS FY25 Q3 Outstanding Team Member of the Quarter Award. A well-earned honor that reflects not only exceptional delivery, but also the kind of steady, structured leadership that helps teams thrive in complex federal environments. As Syieda puts it, “The success of the teams I support” is what motivates her most, and that mindset shows up in every milestone she drives.
Getting to Know Syieda
Syieda joined GAMA-1 in October 2023 and supports the NESDIS SCDII contract. Her work centers on a critical purpose: advising C-suite executives on Digital Transformation and helping leaders modernize how organizations operate, align strategy to execution, and deliver outcomes that matter. With more than 20 years of experience leading complex transformational efforts across public and private sector environments, Syieda brings a rare combination of enterprise-level perspective and practical delivery discipline.
In her words, she’s a “results-driven, innovative, energetic, passionate, and entrepreneurial Enterprise Change Management professional “and her track record reflects it. She’s known for bringing clarity to ambiguity, building alignment across stakeholders, and helping teams move from ideas to action.
When asked what she enjoys most about her work at GAMA-1, her answer is simple and telling: “I love working with the teams that I support.”
Award Spotlight: Leading a Critical Milestone for the NCCF
Syieda’s NESDIS FY25 Q3 Outstanding Team Member of the Quarter Award recognizes her standout leadership in support of the NESDIS enterprise, most notably her role in executing a pivotal milestone for the NESDIS NCCF. Syieda was singularly responsible for the successful execution of the NCCF Requirements Workshop, held at the NOAA Center for Weather and Climate Prediction in College Park, Maryland.
Over an intensive 2½-day session, the workshop adjudicated 98 NCCF requirements, engaging approximately 20 in-person participants and up to 60 virtual stakeholders. The result: a formally aligned and documented baseline of system-level requirements, a foundational step in placing the NCCF under configuration management and advancing it toward full program maturity within OCS.
The NCCF plays a central role in enabling secure, scalable cloud infrastructure that supports NOAA’s satellite data operations and broader environmental intelligence mission. By driving structure, clarity, and consensus across diverse stakeholders, Syieda strengthened both the technical direction and the governance framework underpinning mission-critical capabilities.
This is what transformation leadership looks like in action: building alignment across complex ecosystems while keeping execution moving forward.
Dan Beall, VP of Operations and SCDII Program Manager, shared: “Syieda brings a rare mix of strategic focus and hands-on execution. Whether she’s aligning stakeholders in high-visibility workshops or building program structures that strengthen delivery, she consistently turns complexity into clarity—and elevates the teams around her.”
Recognized Again: FY25 Q4 “Right the Ship” Award
Syieda’s impact didn’t stop with Q3. She also received the FY25 Q4 “Right the Ship” Award for developing a comprehensive structure for a new Program Management Office (PMO) within OCS, an effort that required thoughtful collaboration across departments and a deep understanding of what effective governance looks like in real-world operations.
Through detailed stakeholder interviews and targeted analysis, Syieda produced a PMO framework that is already being recognized as a foundational element for improving project execution, accountability, and long-term alignment across OCS initiatives. In high-visibility environments where clarity and coordination are essential, Syieda’s ability to connect strategy, people, and process is making a measurable difference.
A Leader Who Builds Structure—and Trust
Syieda’s recognitions reflect more than project delivery. They highlight a consistent pattern: proactive leadership, cross-functional collaboration, and disciplined program management that improves outcomes for the mission and the teams executing it.
Her career has been built on leading enterprise-scale change that directly impacts people and processes, and she’s a natural problem-solver with strong negotiating skills and business acumen. She is equally comfortable working with senior executives, frontline users, and everyone in between. That balance—strategic and practical, structured and empathetic—is part of what makes her such a powerful force for mission execution.
We congratulate Syieda on these well-earned honors and thank her for the expertise, energy, and leadership she brings to GAMA-1 and our NOAA/NESDIS partners.

Greenbelt, MD – January 2026
GAMA-1 Technologies is proud to support the launch of NOAA’s new Wildland Fire Data Portal, a cloud-enabled platform expanding public access to critical satellite-derived wildfire information. This innovative capability enhances situational awareness for emergency managers, researchers, and communities by delivering timely, authoritative fire detection and monitoring data—when it matters most.
Developed in close collaboration with NOAA’s National Environmental Satellite, Data, and Information Service (NESDIS), GAMA-1 Technologies, and industry partner TechTraverse LLC, the Wildland Fire Data Portal is powered by the NESDIS Common Cloud Framework (NCCF)—NOAA’s enterprise cloud platform for secure, scalable, and mission-ready data delivery.
Mission-Ready Cloud Innovation, Powered by NCCF
At the core of this solution is NCCF, which enables NOAA to modernize how satellite data is processed, managed, and shared with the public. Leveraging NCCF’s cloud-native architecture, the Wildland Fire Data Portal delivers:
- Scalable access to large volumes of satellite fire data
- High availability and performance to support surge demand during wildfire events
- Secure, compliant infrastructure aligned with NOAA enterprise standards
- Rapid innovation and deployment, accelerating time from data to decision
GAMA-1’s cloud engineering and data management expertise helped ensure the portal was built to meet NOAA’s operational requirements while remaining flexible for future enhancements—without compromising reliability, security, or performance.
A Trusted Partnership with NESDIS
“GAMA-1 is honored to partner with NESDIS in delivering capabilities that directly support NOAA’s mission and the public good,” said Gus Gamarra, President of GAMA-1 Technologies. “The NESDIS Common Cloud Framework is a critical enabler for modern, resilient data services. By powering applications like this Wildland Fire Data Portal with NCCF, NOAA is accelerating innovation while ensuring its satellite data is accessible, secure, and operationally dependable at scale.”
Expanding Public Access to Critical Wildfire Intelligence
As wildfires continue to pose increasing risks to lives, infrastructure, and ecosystems, NOAA’s Wildland Fires Data Portal represents a significant step forward in open data access and environmental intelligence. By making satellite-based fire information more readily available, NOAA strengthens the nation’s ability to prepare for, respond to, and recover from wildfire events.
GAMA-1 is proud to support this effort and remains committed to helping NOAA modernize its cloud and data ecosystems—delivering mission-ready solutions powered by NCCF.
